Measure L Bond Oversight Committee Purpose
The Saratoga Union School District Measure L Bond Oversight Committee was created by the District Board of Trustees as required by the Strict Accountability in Local School Construction Bonds Act of 2000 (Proposition 39). This Act enables local school districts to pass bonds by a 55% margin, rather than the 67% margin required under Proposition 13.
By law the Oversight Committee is charged with monitoring expenditures of Measure L bond money, to ensure that bond revenue is spent, as promised, on the specific projects listed in the Measure L Bond Plan. No Measure L bond money may be spent on teachers' or administrators' salaries, general operating expenses, or other facilities projects not listed in the Bond Plan.
The Committee shall confine itself specifically to monies generated under Measure L. Regular and deferred maintenance projects and monies generated under previous bond measures fall outside the scope of the Measure L Oversight Committee.
The Committee is also charged with informing the public about bond expenditures. At least once a year, the Oversight Committee is responsible for issuing a performance report and/or financial audit to the general public.
Measure L Bond Oversight Committee Members
The Bond Oversight Committee is composed of 8 individuals who were appointed by the District Board of Trustees. In accordance with Proposition 39, the Committee must include at least one representative of the local business community; one representative of a bona fide taxpayers' organization; one representative of a PTA or parent group; one representative of a senior citizens' organization; and one parent or guardian of a child enrolled in the District.

Measure L Bond Oversight Committee Meeting Schedule
Bond Oversight Committee Meetings are held at 8:45 AM in the District Office Conference Room. Committee meetings are subject to the Brown Act and are open to the public. Agendas are available approximately three days before committee meetings.
